Does Star Trek - Strategic Operations Simulator run on R36S?

Yes. Atari 2600 games are rated Perfect on the R36S (RK3326): they generally run at full speed.

Runs effortlessly on every R36 model. Many titles expect a single-button joystick, so the extra buttons go unused.

Made for a 4:3 TV, so it fills the 3.5-inch screen of the R36S, R36 Pro and R36H. On the 4-inch square screen (R36S Plus, R36 Max, R36S Ultra) it shows with bars at the top and bottom.

Ratings are estimates for the whole Atari 2600 library on the RK3326 chip, not a test of this one title. Compare R36 models
